Around 4.8 million Kazakhstani households belong to categories C, D and E, which fully retain their legal right to the relevant state benefits under the transition to the new principle of need. This was officially announced at a Ministry of Labour briefing at the Central Communications Service.
In particular, about 3.2 million families are in category C, with a satisfactory level of well-being. Category D, described as economically vulnerable, includes approximately 1.4 million households, and category E – economically and socially vulnerable – includes 128,000 families.
Such households may face serious difficulties with employment, housing and supporting their family members on their own.
For each type of payment, the basic grounds for granting it established by law continue to apply. Belonging to category C, D or E does not in itself automatically entitle a family to every existing benefit, but it is guaranteed not to be a reason for an unjustified refusal on the grounds of high well-being.
