Ministry of Labour Discusses Approaches to Scaling Up the JOLTAP Project in the Regions

The Ministry of Labour and Social Protection of the Population of the Republic of Kazakhstan held a working meeting on the possible expansion of the JOLTAP social project to the country’s regions. The discussion was attended by representatives of the Ministry, JOLTAP project head Dana Zhunusova and representatives of the Astana city akimat.

The meeting presented the main results of the project and proposals for applying its approaches in other regions of Kazakhstan. The study of JOLTAP’s experience continues as part of the instruction to review effective tools for promoting employment and developing citizens’ professional skills. Earlier, Minister of Labour and Social Protection of the Population Askarbek Yertayev learned about the project’s work and visited its training sites in Astana.

JOLTAP representatives presented the short-term training model, which focuses on helping citizens gain in-demand skills and then supporting them in finding a job or starting their own business. Training includes blue-collar and digital courses and practical classes, as well as support for participants at later stages – when looking for a job, entering the labour market or launching a business.

Special attention was paid to adapting the model to the specific features of the regions. It was noted that scaling up should take into account the structure of the labour market, the staffing needs of each area, the list of the most in-demand occupations and skills, the availability of suitable training infrastructure, and employers’ interest in taking part in training personnel.
