In Astana, as part of the international forum “Digital Labour and Artificial Intelligence”, representatives of the state, employers and trade unions signed the Astana Tripartite Declaration “Algorithmic Management, the Role of Trade Unions and Business Responsibility”. The document sets out the social partners’ common positions on introducing digital technologies and artificial intelligence in the world of work. The declaration prioritises the development of human capital, the protection of labour rights and preserving the role of people in decisions that affect employees.
The international forum brought together representatives of government agencies, trade unions, employers, international organisations and the expert community. Participants discussed the impact of artificial intelligence on employment and professional skills, the protection of labour rights, staff retraining, the development of the platform economy and the safe introduction of new technologies.
First Vice Minister of Labour and Social Protection of the Population of the Republic of Kazakhstan Yerbol Tuyakbayev and Vice Minister Baktiyar Zhazykpayev took part in the forum.
“Artificial intelligence may change both the tools of work and the ways it is organised. However, people must remain at the centre of any technological change. The development of new technologies should go hand in hand with developing human capital, improving the quality and safety of jobs and expanding employment opportunities,” Yerbol Tuyakbayev noted.
During a panel session, Vice Minister Baktiyar Zhazykpayev presented the Ministry’s practical solutions for introducing digital technologies and artificial intelligence in the labour sector. The main approach is a shift from traditional electronic services to intelligent and proactive services that can identify citizens’ needs in advance based on available data and offer them appropriate solutions.
