As of 1 October 2026, the territorial departments of the Ministry of Labour and Social Protection of the Population of the Republic of Kazakhstan had received 562 applications to approve declarations of compliance of buildings being commissioned with accessibility requirements for people with limited mobility. 147 declarations, or 26% of the applications received, were approved. Approval was refused for 259 applications, or 46%; the rest are under review.
Refusals are related, in particular, to non-compliance of buildings with construction codes and regulations on accessibility. The shortcomings identified include missing handrails on ramps, handrails installed in breach of the established requirements, and doorways that are too narrow. Such violations make it difficult for people with limited mobility to enter buildings and move around safely.
Some applications concerned buildings for which approval of an accessibility declaration is not required.
Since 1 July this year, the territorial departments of the Committee for Regulation and Control in the Field of Social Protection of the Population of the Ministry of Labour and Social Protection of the Population have been approving declarations regarding the accessibility of buildings for persons with disabilities and other people with limited mobility. This function was introduced following the entry into force of the Construction Code of the Republic of Kazakhstan.
When reviewing a declaration, the territorial departments confirm compliance with the requirements for access and movement of people with limited mobility. Their approval concerns specifically the accessibility of the building.
