“A Risk-Based Approach to Protecting the Labor Rights of Teenagers”

2026, Astana City

Lyazat Meyrashevna Aktayeva, Director General of the Republican Research Institute for Occupational Safety and Health and Doctor of Medical Sciences, participated in a discussion at the Ministry of Labor and Social Protection of the Republic of Kazakhstan, chaired by the head of the ministry, Askarbek Yertayev, dedicated to revising approaches to protecting the labor rights of working teenagers.

The discussion was based on the results of a large-scale sociological study conducted by the institute’s specialists in Astana, Almaty, Shymkent, and the Turkestan and Mangystau regions. Approximately 97,000 respondents participated in the survey: more than 50,000 working teenagers, over 46,000 parents and legal guardians, and employers.

The study showed that for most teenagers, their first job is a conscious step toward social adaptation, developing independence, and acquiring initial professional skills.

Following the discussion, it was proposed to introduce a risk-based approach into the state control system, as well as strengthen cooperation between the labor inspectorate, police agencies, and the education system to protect the rights of young workers.
