The project’s experience is being studied as part of preparing proposals for its possible expansion to other regions of the country.

During the visit, the minister was shown the classrooms and workshops and saw how practical classes in blue-collar and digital fields are conducted. Askarbek Yertayev spoke with project participants and graduates, noting that the key result of training should be a person’s ability to apply the acquired skills in practice, find a job or start earning an income independently.

“The JOLTAP project is showing good results. In a short time, a person masters in-demand skills and gets the opportunity to enter the labour market. Here, training is linked to employers’ needs and to the graduates’ subsequent employment. Our task is to study this experience and make such opportunities available to residents of all regions,” Askarbek Yertayev said.

JOLTAP representatives described their approach to designing training programmes. Courses are developed taking into account the needs of local businesses and companies’ staffing requests. Training is free of charge, lasts from 5 to 22 days and takes place at equipped sites. A large share of the classes is practical: about 80% of the training is hands-on practice at production sites, and participants are provided with the necessary consumables.

Since the project began, 30 courses have been launched, including 19 in blue-collar and 11 in digital fields. In 2026, training is offered in 18 occupations, including seamstress, fashion designer, sewing machine operator, electric and gas welder, electrician and baker, as well as courses in graphic design, promotion and the use of digital tools in business.

Dana Zhunusova, head of the JOLTAP social project and freelance adviser to the Akim of Astana, noted that a person often needs a set of interrelated skills to achieve stable employment.

“For example, a future seamstress needs to learn how to cut, design and sew. If she wants to sell her products, she will also need other knowledge: how to present products on social media, work with marketplaces, keep records and understand taxes. That is why we help participants complete the necessary courses step by step and build their path from training to a job or their own business,” Dana Zhunusova said.

To date, 22,300 people have completed short-term training under JOLTAP. According to the project, 60% of graduates have found jobs and another 23% work as freelancers. More than 2,000 participants have started their own businesses and created new jobs.

Among the project’s graduates is Aigerim Momysheva, who first trained in sewing and then mastered additional skills.

“I started out wanting to learn to sew, and then realised I needed other skills too. Today I design and make toys myself and sell them through marketplaces. And now I can share my experience with those who are just joining the project,” Aigerim Momysheva said.

JOLTAP also supports participants after they complete their training. In particular, the JUMYSTAP job search platform has been created for graduates and other job seekers. More than 42,000 users are registered on it today, including 5,300 employers, and over 6,500 job vacancies have been posted.

Another element of the project is the professional communities of graduates, where participants share experience, build professional contacts and find opportunities to work together and take on orders.

During the visit, the minister learned about the project’s entire model – from identifying in-demand skills and designing training programmes together with businesses to practical training and further support for graduates.

Based on the study of JOLTAP’s experience, the Ministry of Labour and Social Protection of the Population of the Republic of Kazakhstan will prepare proposals for the project’s possible expansion, taking into account the specific features and staffing needs of each region.

The main focus will be on the practical relevance of training and its link to real employment: acquiring a new occupation or skill should create a concrete opportunity for a person to find a job, increase their income or launch their own business.

Minister of Labour and Social Protection of the Population of the Republic of Kazakhstan Askarbek Yertayev visited the JOLTAP social project in Astana, where he learned about its short-term training, in-demand training areas and the mechanisms for helping graduates find jobs.
